The memo, issued by acting deputy secretary Colleen Barros on February 6, notes that agency heads may exempt any positions deemed necessary to meet national security or public safety responsibilities, and it contains a list of these positions.

The memo also notes that HHS will be implementing a review and reporting process to ensure that the guidance outlined in the memo is followed.
