As things stand now, there is no duty to notify at all except management's obligation to provide a notice of intent to implement which may draw the union's Panel Request. We generally give a reasonable notice but they don't have to. This was an attempt at a groundrule to move it along. If you want to propose less, please do. BTW, thanks for the kind words.
