I'm confused. Why are the numbers different between the YTD rate of return vs the January rate of return? Aren't both started on January 1st, 2007?

Look for information on them on the TSP website, I believe it's there. You will find that the various lifecycle funds are all different in their levels of risk. The highest risk ones are also the ones with the greatest potential for high growth, the lowest risk ones have the least potential for high growth, that is the life cycle fund concept. This same principle is also used by many private sector investment firms.
