This raises another suspicion I have. We have Review Panels that are made up of various GS-13 emps and higher, assembled to review and rate each package of applicants for a particular area.
What is to stop these panel members from 'swiping' someone else's hard-thought-of ideas and write ups? Writing an app can be TORTUROUS. It's difficult remembering all the millions of tasks you have done, explaining them in a digestible format, and relating them to the job being applied for. It can be a real challenge for some people – not everyone is a natural "writer". I know someone who works just on hard on his apps as he does his job – and he works hard at both! He takes them home, and spends absolute hours trying to fine tune what he writes.
These review panel members work among us. We all apply for similar positions and job series. I have been stunned at some promotions around here, because I WORK with them.
And yes, they always seem to sit on these review panels.
