Ten Questions That Must Be Asked about an Agency's Labor and Employee Relations Program (Part Two)

Our experience with LER in the Border Patrol is less than encouraging. They know nothing about our job and do nothing but act as a wall between the Union and whomever is actually in a decision making position. While this does hurt the Union, it has proven very detrimental to Management and ultimately led to the lack of confidence our Agents have in our Chief. I think that he even come to this realization during recent meetings. An Agency can't turn over it's entire liason with a Union to LER. It might seem like the easy thing to do at the moment but it will come back to bite you.

Amen - ICE has turned over its policies, disciplinary actions, notices of change, etc. to ELR (guess they didn't like LER), and it has been a horrendous failure. The lack of communication between management and labor at all levels has resulted in an unprecedented number of ULPs and grievances. ELR thinks "they" are the Agency....We are currently negotiating our first ICE CBA, and the ELR attorneys are trying to turn it into a legal treastise requiring Black's law dictionary and a J.D. to interpret it....shameful.

Is Gilson the only one writing on LMR issues for FedSmith? To balance his pro-management stance, is there a pro-employees/pro-union writer also covering these topics?

I couldn't agree more! How about publishing someone that speaks the Union side of the equation? We need a strong middle of the road or slightly left of center opinion with reason and equality to counter Mr Gilson!

For the record, I am a professional, conservative Republican that voted for Bush (regretting it now) that believes that there is a very much need for Unions and Union Activist in today's federal government. Yes, folks, not all union officials are liberals.

The press for the federal community is filled with left of center articles that are favorable to unions. this is the only site I know of that prints articles like Bob Gilson's and it is a refreshing change. Are you complaining to all the others that they don't print articles that reflect a management viewpoint? Most feds seem to be used to seeing the left point of view and assume that is the only one because that is all they see.

Not sure what is in this article that you feel is anti-employee or union. Seems to me it is saying you need to keep up-to-date and informed. A good practice for everyone.

Are there any supervisor guidelines regarding promoting employees? If so, where can I find them. Thanks

P.S. I sent in a question about OIG mandates and never got a response. I hope to get one this time.
