The Defense Appropriations bill was passed last week which funds the DoD baseline activities. The war supplemental is at issue and lay-off won't help. I think the Army is going to have a tuff time using the baseline appropriation without committing an Anti-Deficiency Act violation. Most of the CivPay money is in the O&M appropriation but in the headquarters activity. Money for operations is O&M but in different activities (transportation, training, operations). MilPay is in the MILPERS appropriation, and the SECDEF is very limited in reprogramming between appropriations. By law, only $15 can be moved between O&M activities. Good luck in Leavenworth

Come on guys .... give me a break .... this is just the annual hogwash scare ..... no money to fund wages .... waste, fraud, and abuse .....
Come on ..... stop brain washing YOURSELVES ... cause u ain't succeeding with the low/avg level GS employees.
Ya gonna cut off my retirement funds too?

We're selling our assets to communist China so we can keep working on a democratic Iraq. There will be a huge price to pay for this, and either your retirement or your kids' will have to be in play eventually. For now the question is how important are DoD civil servants to this administration. If you were in DoD and facing NSPS, you would know the answer.

It would be nice if they worked over the holiday season instead of going home to be with their family. It's too bad that the troops don't have that same option.

It's a sham(e) this process has degenerated to such levels. Working on continuing resolutions while politicians play games, i.e. tying appropriations bills to policy. Is it any wonder there is so little faith in our elected officials? We talk about voting out the bums, but there are three more standing in line. With very few exceptions, our elected officials should be ashamed of themselves. It's amazing anything gets accomplished in this environment.
I've worked for Uncle Sugar long enough to have absolutely no concern about being paid.

Congress should have evaluations like government workers. Elections could be construed as an evaluation but they don't happen often enough. Evaluations that determine their pay and raises would have to happen every 6 months but then the American people would have their say on performance of their elected "spokesmen". Most of us I dare say would remove them based on lack of performance and fighting like preschoolers. Some of these people are worse than any kid I have seen out of control.

So let me get this straight, You are the Board of Directors, Congress, of a large corporation, US Government, and rather than take care of business you decide to go home, get the picture? I say it appear to be time to change the system? Can anyone say Revolt?

Voting out the bad guy may make you feel better but it does nothing to solve the problem. The way the system is fundamentally set up is the problem. Any solution to this problem has to incorporate fundamental changes to this system.
