One thing you did not mention, Ralph. Since 1973 when Christmas has fallen on a Tuesday, Federal Employees have been given Monday the 24th off, by declaration of the President. I suspect this will continue to be the case in the future.

I appreciate the day off but the reason usually stated is to save the cost of opening and heating the buildings on a day when a large number of employees would take off (use their leave) anyway or leave early. It is cheaper for the Government to close for the day than to stay open. Also the public doesn't usually come to Federal ofices on the day before Christmas.
