How does 3.5% become 2.9% when calculating pay increase for "Rest of U.S."?

We have published a number of articles on the 2008 pay raise to try and explain how it will work. You can do a quick search using the search engine on our site and find all of these articles. The 3.5% is an average nationwide figure; some federal employees get as much as 4.49% while others get much less.
