Great article. Anyone who works for the government, who had previously been in supervision in private industry, has the same questions about supervisors and the selection process.
Managers need to focus on the newest employees, the trainees, and any subquality performers. The journeymen employees are performing satisfactorily and don't need much supervision/micromanaging. In fact, supevisors distance themselves from the trainees and poor performers, hoping that someone else will take care of it. Unfortuately, no one addresses the problems and unsatisfactory employees don't get culled or the remedial training they need, instead they become entrenched in the agency. Horror of horrors, sometimes they stick around so long that they become subquality supervisors.

Mr. Kunreuther can write another article on what I see as most common, those with no work or supervision skills becoming supervisors because of politics, gender or race. They aren't even good journeyman and when they get to be supervisors they leave their journeyman work to schedule and attend meetings, plan events that are basically public relations oriented, and essentially get about as far away from the agency mission as possible. It is smoke and mirrors supervision as is the the mission of the agency. It is, I believe, because political influence has infiltrated the entire government. Regulatory oversight, the job Congress gave us, is gone.

I too, agree that great workers in their field become poor supervisors in many cases, however, not all. I believe that to become a good supervisor, you must be trained or seek training to learn people skills and learn more about policies. To be good in your present field does not insure that you will be good at supervising. I have seen many supervisors become unliked due to the fact that they do not know how to interact with people and how to interpret policies. By the way, if a person is a GS-11, Step 4, wouldn't they be a GS-12, Step 3 when they get the promotion? Again, understanding the policies do help.

I for one am in total agreement with you. I'll add one thing, the obvious, you can be a great employee.....that doesn't make you a great leader.

So most of them could forget how they were treated
at a lower grade!!!!!And say if I every get to the top I will never be like that!!!!!

Great treatice and application of the age old Peter's Principle. Lets focus on a solution next. There are many means to 'educate' potential supervisors, and all of the managers and supervisors out there know who the best candiudates area. Nurturing, educating and mentoring will produce some outstanding and sometimes surprising results. I look towards trainers and 'natural' leaders to invest time in. Another avenue is the promotion process.
In another life, assessment center like processes yielded great candidates for an interview prior to promotion. An assesment center like atmosphere will fairly reliably show who already has the respect of thier peers. Perhaps the reason the best widget maker raises to the top is we base our selection on a test that lets us know who widget maker is, not the candidate with the most leadership potential.k

My supervisor KNOWS absolutely NOTHING, especially when it comes to certain things to run the office! (I have been in this office for 3 years now).. He/She is more concerned about there retirement coming up in the next year, they dont give a dam and that really isnt fair!
