Your analysis of the decision-making process behind this issue is fairly shallow. You've left out some key points necessary to reach a conclusion: why is the agency experiencing difficulties? Are other factors present within the agency that may affect the existence of my job here in the future? Maybe the key point to consider is whether or not my job will still be around after the dust of decreased funding settles. Are RIF's coming? Decide if now is the time to jump while the jumping is good and at least there is something to be salvaged from the fiasco. Also, being a member of FERS or CSRS can be an influencing factor in reaching a decision here. With CSRS, the golden handcuff issue is worth investigating in order to determine all there is to know about the outcomes. Maybe FERS is more protable and can offer other possibilities. More depth here, please.

Everyone must address the issue of how much will come out for taxes - it is a chunk.

Only 10% will be able to retire and live comfortable. Reason ?? They have bought a small place in the country,, under a 100K and in 25 years it is paid off.. They have no bills.. It`s called Planning..
The other 80 % has to move up and buy the 2-300K homes just to impress there selves ,, what a mistake,, they will never pay it off,, and lose bigtime when they do retire.. DO THE MATH.. I left on a Early out 25/55 I was unhappy with the system due to the agency`s rules and regs that allow the deadbeats to continue there non productive work practices and get rewarded the same amount as the hard workers. Upper management is the biggest problem, they will sweep it under the door of the manager everytime,, no backbone or support. It is very true , they will walk you out on that branch and give you a saw ?????,, In closing PLAN WELL, No stress, look around you on those who have stayed the full 30 years ,, how many are still out there Go Early and enjoy as many years AS POSSIBLE...........
No Buy Outs or Early Outs

You have to love this. If the Federal Government really and truly worked together, there would not be a need for early outs and buyouts at alarming rates.
We hear the cries from OPM that the sky is falling and everyone is running. Since we are not going to focus on why everyone is running, then maybe it’s time for new administrative law, law that would provide overstaffed agencies the resources and responsibility to help employees move to other agencies (that need employees) through noncompetitive transfers instead of promising tax dollars to people because agencies don’t want to help employees relocate or because employees don’t want to finish a career based on required service achievement. Yes, this has the potential to offset the current TAP and CTAP requirements.
If we are truly under the gun for employees and they really are leaving in droves, what sense does an early out or buyout make to a taxpayer?

I fwas forced to retire early. My supervisor asked me to do a lot of things at his home. I sliped and told someone and he said why did you tell you will never get promoted now. I didn't get promoted for ten years. I went to the EEO, IG, Commader but they were afraid to help. I kept going to school, training and being put in charge of duties wayabove me job descrition but he would not promote me. I finally went to U S Senator. She read all that and started a Congressional In vestagation Bam I got promted in just one month. Then she was so mad she started another Congressional Investagation to get the promtotion back dated and back pay. Then my supervisor and his supervisor called me into a meeting. They would not let me bring a union rep or anybody. Will the LTC said" if you write or call that Senator again you will get fired. Then people really high up said Gary they are really after you now if we were you we would take an early out and get away from here before you loose everything.

- Never do anything off the clock for a boss. It's not worth risking your primary job if anything goes wrong.
- If you're ever asked to work out of your PD, contact your steward and/or union right away. You don't want to risk injury or worse for doing something you're not legally supposed to do--then be held liable for any mistakes that result.
- NEVER attend a formal meeting w/out a rep; you're entitled to that. Simply say "I want my rep" over and over; once you ask for a rep, the meeting is over.
- They can threaten anything they like, but in this case it so had "reprisal" written all over it that I doubt if they'd have followed through on it.
Early Out Option Vs PRP

In 2006 I worked at DFAS Lawton/Ft Sill, OK. The official RIF date was 6 Sep 06. Closure was 6 Jan 07. I did not want the VERA/VSIP. I wanted PPP. I registered for the PPP 6 May 07. My data was entered into the PPP system 6 July 07. I knew I only had 4, perhaps as much as 6 weeks to try to get a job offer via PPP or I would have had to choose early retirement, by the 6 Sep RIF date. Under FERS my retirement date would have been effective 31 Dec 2006. At that time I had the 25 years/any age. I chose to try PPP.
My question is: If I had not been offered a job within the 4-6 weeks (from 6 July - 6 Sep aprox) would I have been able to get the $ 25,000 when originally I did not opt for that but for PPP? In other words can one opt for the $25,000 at a later time if one wants PPP but DOES NOT GET A JOB via PPP? I will face this same situation in 2010 so I want an answer NOW.
Thank you,
