Are there any ethics studies by agency? I would think that some agencies would by worse than others. You mentioned that punishment goes a long way towards curbing unethical behavior. I know at the dept of treasury and more specifically, the IRS, there are harse punishments for inappropriate behavior. In my experience, I have not seen behavior that would be construed as unethical. just curious.

Are or is the Good Ol' Boy network ethicial?
Because that's what is pesent in most agencies from information generated by remarks on issues discussed in FEDSMITH.
Improvement is needed.

Ralph - I like you and the articles you write, but I hope you were being facetious when you said, "...here is a bit of good news. A new report shows that there is more criminal activity among state and local government employees than among federal employees." How is that GOOD news? I guess I'm old-fashioned (and maybe a little naive), but I like to think that most of us got into this federal government "gig" did so with the best and (hopefully) most noble intentions. Are we perfect when it comes to ethical behavior? Of course not. But I like to think that at least some of it sinks in when we are required to read government ethics standards annually. Bottom line, even those who are ruthless enough to defraud the government generally pay for their stupidity - that is, they usually GET CAUGHT. So obviously some government watchdog system is working. Also, not to blameshift, but it seems to me the contractors mishandle A LOT more money overall.

With Congress and the White House constantly trying to reduce federal staffing at the expense of those who are kept, trying to justify cutting federal benefits rather than pork barrel expenses (think GPO), and the constant threat of outsourcing replacing federal workers, morale keeps taking a hit. This is definitely not justification for criminal or unethical behavior, but it may explain the "unreported" behavior. No one is going to pat a whistleblower on the back, let alone give them an award. Also, when articles on multibillion dollar sole-source procurements are popping up constantly, that also sets a tone.
