CSRS Employees and Redepositing Retirement Funds

I left the government for two years and returned in 1985. I have almost 37 years of government service and now have been told that since I did not pay back what I took out plus interest I now owe the government more than $35,000! I unfortunately came back the year when the interest rates were the highest. The worst part is when I returned no one in HR told me about the repayment option. Many of my co-workers are facing the same thing and were never told. Even HR said that they do not make it a habit to inform returning employees about the payback. Not a nice way to end my long government career.

If you left in 1981 and pulled your 7 years of CSRS retirement and returned as FER employee in 1995, the article says they will count the CSRS years and reduce annuity by actuarial amount for amount pulled plus 3% annual interest. What I don't read is are those CSRS year retirement annunity calculated at the CSRS formula or FERS formula and what high-3 are used ... the high three under CSRS in 1981 or current high-3 under FERS.

I made a withdrawal of $6,000 from my rretirement funds for a hip replacement surgery recovery. I am a SCRS employee. First, what would be the impact on my annuity (I am 54 with 25 years federal service)? Second, how do I arrange to pay this amount back, and what would be the impact if I don't?
