Avoid Square Peg in Round Hole to Achieve New Project Success

We need to do an offshoot of this article regarding placing people in program areas they don't belong in just to satisfy a need. A 'Square Peg in a Round Hole'!

I've seen several instances in this agency of managers who can't seem to see beyond the immediate. I have a co-worker in a remote location who wants nothing more than to just come in and do procurement yet this individual's supervisor seems to be oblivious to that and is pushing property management on the associate.

In another case, we have someone who wants just the opposite - to put procurement behind for property management. But, because this other individual is reasonably intelligent and will do the work (with bare minimum skills in that program area), the supervisor has saddled this person with procurement - a program area the individual hates passionately and will certainly cause a resignation.

How does this happen and why do we let it?
