Well said Bill. I appreciate the insight and perspective of someone who has very recently been on the inside, and who truly has spent his career as a part of a neutral body and does not feel the need to spou the Union or the Management line.

I don't think Mr. Ferris' article was calling for the FLRA to be scuttled. I think his article was more focused on the theory that the FLRA is *being* scuttled by Dale Cabaniss and the President, in support of which he cites examples of how Ms. Cabaniss has cut many of the internal structures that made FLRA effective.
Our own interactions with FLRA have been less than stellar, I know that much, and if we are going to be required to deal with them, I would much rather see them appropriately staffed and guided. I'm sure many in the FLRA feel the same way.

I agree w/ ER. It's hard to make sure everyone get a fair shake if an agency is understaffed. I find that nowadays, that is the new cancer in govt. Understaffing at the bottom levels and over staffing at the top. The small amount of people that actually research and do the grunt work are terribly over worked and under paid. This can cause delays, no attention to details of a case, or an easy way to claim that a complaint is "not in their area", causing injustice that many look these agencies for resolution. Being a Union Rep for the last 10 yrs, I find this in all points of govt. How many assistant to the assistant director's assistant do we need? Most times not many, but we keep getting them, and for some reason no one seems to be responsible for anything. To understaff agencies like the FLRA, MSPB, & the OSP (office of special counsel) is a way to ensure that political affiliation and association take place of right and wrong.

The capability and committment of the general workforce is paramount to effective accomplishment of the mission in the Public's interest. Since the general workforce is a committed portion of the taxpayers, open up the range of bargaining with "in the public interest" with standards such as measurable cost savings, quantifiably productivity gains and other matters now exclusively controlled by management (including me) so we can all work towards developing a true covernment (DoD and all) that really work well from every aspect of the mission. I am a citizen of the finest country in the entire world as many beleive so let us all help and be involved with true committment to our countrymen as a family. Hold both sides to real standards and let us begin. Until that time it is a political game and nothing more. Respectfully. David S. Mitchell.
