Ralph - you misused the word "impacted," which means to pack tightly together (as in impacted molars). I think you meant to use the word "effected."

My dictionary defines "impacted" as "the effect, or influence, or one person, thing or action on another." To provide good customer service, I have changed the word to "affected" which, according to my computer's dictionary, can be defined as "have an affect on: make a difference to" as in the increase in the mileage rate as in "the mileage rate increase will make a difference to federal employees who receive the additional money..."

The GSA may need more time to coordinate with other agencies. Where did this bull come from. The reason that GSA dragged its feet, and remember when it changed the rate March 19, 2008 it had a full 4.5 month lead time to make changes, was to decrease the affect this would have on agency budgets. That was the only reason then and it is the only reason now. To hell with the employees, let then subsidize the American taxpayer. THAT IS FACT. Read Colleen Kelley's letter to GSA (actually letters), but more importantly read Lorita Doan's response why she wouldn't make the reimbursement retro-active. It's enough to make you puke.
