Cancelled leave by government

This sounds like the worker could prepay for a vacation based on government approval of leave, the government rescinds the approval, and the worker is screwed.

I hope I am not reading this article correctly

I'm not usually one to complain about personnel issues, but I strongly disagree in this case. I know life isn't fair, but if an employee has their leave approved, and based on that approval, makes plans which may involve spending hundreds, or even thousands of dollars planning a trip, and then is told they cannot take their leave?? That is just horrible as many times an individual is not able to have their money refunded.

One more reason to advise young people against federal employment. This is a matter of ethics, not just legality. The court clearly engineered the outcome wanted, not a reasonable action. When you or I or an agency of government cause someone to incur an expense, we owe them reimbursement. It's that simple.

Typical - I am required by my employer to schedule my vacation for 2009 in 2008. I can make arrangements to go on a Mediterranean cruise a year in advance, because I have to schedule my leave so early, pay $9k for it, and then I can lose the money because my leave is cancelled. That is disgraceful to pull that on any employee. You can bet it never happens to the supervisory employees, only the ones in the trenches doing the work. Where is management's planning?? They expect me to plan a year in advance, why can't they be expected to follow the same rules?

Most agencies operate on the basis that leave can be cancelled at any time. Even 5 minutes before you walk out your front door. When you complain that you just lost a lot of money due to the cancellation , the response is you should have bought travel insurance.

While travel insurance is an added expense, it may not be a bad idea since your agency doesn't care if you lose money.

I am not sure travel insurance would cover such an incidence either. Read the fine print on such policues.

The only thing that surprises me about this article is that anyone is surprised by the outcome...or that anyone thinks this doesn't happen in private sector. Yes, buying travel insurance is the answer - and I've know federal employees who collected on that insurance when their plans were cancelled due to illness.

I also have know employees who told management where to stick it and took their vacation and the disciplinary/adverse action. I also know one employee who got an adverse action downgraded to a disciplinary action because management didn't prove the mission impact by the employee's absence. When a manager cancels approved leave they need to show the need to do so and not just say mission is the reason why.

cancellation for illness is one thing, not sure ohw you would get them to cover the cost because your supervisor can't plan.

The only solution to this for the employee is to pay a higher price for Airline tickets that are cancellable. The second solution is to transfer to another location with a more understanding Supervisor.

I disagree. The only realistic solution is for OPM to get the ear of OMB and a member of congress so legislation can correct this (rather unusual) matter. Where's OPM????
