End of story regarding the negotiability of such a proposal, true enough.

But is an agency really prohibited from making such a reimbursment? I would like to see more about what the Travel Expenses Act has to say.

That's why you screen your calls and not answer the phone when on annual leave or even during your normal absence away from the job.

I have use or lose annual leave.
Problems are that when you put in for leave there is always something that needs to be taken care of.

I have lost so much leave over the years due to mission requirements. Looking back - they did not need half the people that were working on the projects.

Last year we made reservations (use or lose plane tickets, etc). We lost it because some other people we work with don't know how to plan. Even when we are notifing them 6 months in advance. We call them P poor planners. There are a lot of them in the federal government both civilain & military.

I lost 80 hours of comptime the first year I worked for the federal government.

It has reached a point where I send an email, leave phone message, put my leave on the master calendar, post the dates on my door in 48 ppt that I will not be in to work on the following dates.

I made a decision NOT to lose any more leave
BECAUSE of bad management and poor planning.

Sounds like the poor planning is mainly on your part, and that of your co-workers that screwed you over...

No one has use or lose if they plan...

No one loses comp time if they plan...

Most leave problems are the result of expecting others to track your doings.

"Not my job" would be managements right response.

For almost every complaint, it means the complaintant did not read the rules, regs, law (covers why John Q Taxpayer is not responsible for paying for someone's trip plans that fell through), policies, etc.

For these type complaints, it means the complaintant did not PLAN well, knowing the government is a different system to work for.

Solution: LEARN THE WAY OF GOVERNMENT LIFE AND plan, pLaN, PLAN.

OR

Go to work for the civilian counterparts where you get TWO, count'em, TWO GRAND WEEKS OF VACATION TIME A YEAR, on average,

UNLESS

you have used them up in sick call.

HERE IS A QUIZ:

You plan your vacation, in the summer. You schedule your leave. Your son who just graduated is working his new job at the time and schedules his to go with you. Amazingly, it is approved.

You buy tickets, SON's too.

NEW EMPLOYER, INC. canCels Junior's vacation due to urgent issue.

Who pays Junior's ticket loss???

If you answered NE, INC. then you were....

hahahaha.

As the workforce continues to shrink and the workload increases, crisis management is becoming the norm. I know supervisors who don't like to approve any leave months in advance because they are short handed and worried about a crisis. This puts employees trying to to their best to plan their leave in a catch 22. To get the best airfares you need to book early and sometimes pay for that condo in advance not knowing if your leave will be approved in a timely manner. Poor planning on the supervisor's part or a project manager's leads to these problems as well with unrealistic deadlines to begin with. However, you do have those employees who think they can get leave approved one week in advance for a trip they have known about for months. They practically are begging for the leave to be disapproved.

Why would anyone think that Uncle Sam owes you a cent?? Those who think this should be part of any contract are flat wrong.
If you think this is wrong take up a collection at the office but keep your hands out of the taxpayers pocket

I would have to agree with the decision, as it is based on law. Here you have a classic example of poor decision making by a Gov manager. They created a problem by trying to solve one. Why should you cancel someone’s leave in the first place! you approved the leave the staffing plan was in place to replace the employee while he/she was on leave. Emergency has been defined by FLRA and yes you can cancel leave in an emergency when a disaster strikes believe me the employee will cancel his/her own leave before you do. Why does management put themselves in this position in the first place. Communication is a course never made mandatory as part of many of the degrees that are required in GOV for management, as the Gov picks its leadership/managers by degree only you now see why we are in the fix we are in on a national level as well as local level. A degree is not an entitlement to leadership.

I wouldn't expect the govt. to pay

But leave also shouldn't be cancelled just because "something might come up". Management should have to be able to show an actual mission impact. In my office, it's NEVER a good time to take leave. If I waited for a convenient time, I'd never take leave. That's why we have alternates and, sometimes, things just aren't going to get done until a person comes back off leave.

A person obviously shouldn't schedule leave during a Weapon System Review or other major conference, especially if they are expect to brief, but leave shouldn't be denied because a boss wants to stick it to you.
