The first step (and this goes for whoever is elected president) is to stop pretending that the government is a business and to stop trying to run it as such. A government and a profit-making concern are two completely different animals. Trying to run one like the other is like feeding a horse dog food and then wondering why the horse isn't doing so well. Until the politicians face up to this truth, we're not going to get anywhere.

I think you may have jumped over the edge when you wrote, "While no one can predict the future, there are substantial similarities in the programs and philosophy enthusiastically expressed by Bill Clinton in 1992 and those of Barack Obama in 2008."
There is no Obama program. Just rhetoric for now. He may be closer to Carter's civil service reform or Reagan's desire to eliminate the Department of Education. As for me, I hope he wants to remake OPM into something more than an echo chamber for OMB. I hope so.
We can expect more of what we've seen over 8 years from McCain... and something different, though not altogether radical, from Obama. A lot of what he'll actually accomplish will depend on who replaces John Warner, Wayne Allard, Pete Domenici, Larry Craig, Trent Lott, and Chuck Hagel. If the Senate and House turn toward the Dems and Obama's our Chief Executive we may see a bigger budget and cabinet realignment than we now imagine... for better or worse.

After 29 years with the Federal Government the impact of new initiatives within the civillian workforce is usually very limited. To extrapulate anything at this time out of Obama's speech is very premature.

As a federal employee who works hard to accomplish our mission, I am consistently amazed at how inefficient and bloated our bureaucracy has become. I welcome ANY and ALL honest and well informed efforts to revamp and revitalize our systems in government. We NEED to overhaul our unfair and poorly managed personnel systems: employees who are incompetent or just plain lazy need to be either retrained, disciplined, and/or fired. New IT systems could possibly help improve efficiency and cost-effectiveness of government, and I believe that an Obama administration will be very aggressive in using technology to improve gov't systems. I firmly believe that the kind of CHANGE a President Obama will promote will be positive and healthy change. This is not an administration to be afraid will threaten federal workers' security, but will be an administration that I believe will improve our government in many ways. YES WE CAN!!!

Taxpayers, voting for this person is like a chicken voting for Col Sanders, people get your heads out of the sand. How do you think all of this CHANGE is going to be paid, right out of your pockets. I don't like either one of them, but no vote for the above.

In George W. Bush's State of the Union address he pledged to cut the size of government. Currently, I feel sorry for all those baffled Republicans who voted for him based on this promise.
Bush and McCain are money spenders. I am wrong? How about the NEW TAX…. 10 billion dollars a month war tax. I can’t afford that! Iran is profiting 74 million dollars this year? No wonder Vice President Dick Cheney’s Halliburton is there for Shale Gas exploration. Read the water paper on it. Now the Baghdad mayor wants to build a 600 story Ferris wheel in the new town center? People wake up. The presidents who presided over the largest domestic spending increases were Republicans. Bush, Reagan, Nixon, Eisenhower.
Republicans are having too much fun down there in Washington running their domestic and global empire. McCain is the same as Bush, (90% of the time) and he will use the same powerful propaganda machine to disguise the true causes of our problems and convince people that it is a race issue. Eight is enough! Obama will stop it.

Mr. Smith,
Do you have a feeling as to how Senator Obama feels about HR 1108?
Do you think he would be prone to vote against the bill or vote for the bill?
He may not even be aware that this bill has passed the HR. I wrote his website to get his thoughts on the bill.
I doubt I'll ever hear back his website.
I wrote to Hilliary Clinton via her website - got a quick reply that other than issues to do with New York - forget it.
As far as writing to the two TX Senators who are Republican - I have a feeling they will not vote for the bill.
Just curious as to your thoughts on how the Democrats in the Senate will vote whenever it comes up for voting.
