It's a joke, NSPS system not designed for law enforcement, does not promote team work. Also there is only so much money to go around. It's all predetermined, a popularity contest. Glad I'am KMA. Feel sorry for the young guys.

I thought it was bad enough that an inordinate amount of time is spent in many schools across the nation preparing our kids to take proficiency tests---not with a learning focus, but specifically preparing them a standardized test---so the school will qualify for its share of Federal or State funding based on the results achieved. NSPS has trumped and will far exceed this lunacy. Here's book one---or at least the one that is getting a lot of promotion---that will teach us how to write a self-assessment. The long-term prognosis is likely to be that we will have a federal workforce highly capable of self-promotion and less capable of achieving real and valued results. You'll see...give it 5-10 years and we'll all be able to wax eloquent about how great we are being average.

It is absurd that NSPS has now spawned at new line of business for the resume writers that of writing self assessments. It is even more insane that your average NSPS worker has to even think about spending big bucks to have someone write their self assessments. If you left the old forms in place all would be fine. But no, just throw the baby out with the bath water. Let's see, in about a week or two, I will stop doing real work and focus for a week or more on writing and "word smithing" my self assessement so it reads just write so I can get a raise that still won't equal what the GS workers are going to get. That is right people, NSPS took away the step increase. For the record, step increases equal to an annual rate of near 1% or a bit more. So friends, look at what you get for a salary increase and compare it to what the GS workers get and determine if you are better off under NSPS. As a quick check, your increase (not bonus) should be 1% higher than the GS raise rate.

The best way to write an assessment is to begin making bulleted items as you go, starting at the beginning of the rating cycle. At the end of the cycle, you will only need to proofread and make minor adjustments. At least you won't forget, or struggle to remember all of your accomplishments at the last minute when time is no longer on your side to submit the assessment to your supervisor.

You still don't get it do ya? It does not matter what you write, most people get a 3 anyway. If this was really based on preformance, they would budget the pay pools to pay all 5's, that way supervisors would be directed by pay pool managers to resubmit (like last year) ratings to back into the actual money available in the pool.

Congratulations on parlaying your special set-aside position to contract with the Federal Government into an income level that allows you to drop $50K to write a book that fills a void, but will help very few get any further ahead. A self-assessment is a brag sheet. The decision on recommended rating comes from the rating official. You would have done better for the downtrodden by writing a book targeted to supervisors that underperform their responsibilities to employees...and you could have charged more, as supervisors are typically more overpaid that most employees. How much of your profits are you donating to a federal workforce oriented cause? You should keep out of the chatter...it isn't a blog, it's critical commentary.

I can spend 8 hours detailing my contributions and clearly illustrating why I am a 4 or a 5. Then I will be rated as a 3 with 2 shares by my boss and the pay pool manager. OR I can spend ten minutes going through the motions and get the same 3 with 2 shares.

The simple fact is my appraisal has absolutely NOTHING to do with my performance. DoD has changed this system from the advertised Pay for Performance to Performance for Pay. Rate me as a 3 and I will adjust my performance accordingly. This system, just like the old system, is driven by quotas and the good ole boy network. NSPS is a sham.

Typical management response. Worker adds it up to 3, but management comes up with 2. That is why the average worker has a problem with NSPS.

Actually, ratings are averaged, so if you have a 1 on all your elements, total it, take the average, its a 1, not a 2 or a 3. At least understand how it works before you pillory it.
