We've got this debacle at FAA as well, and it just reinforces the stereotype, that supervisors are lazy and/or completely out of touch, with the persons they supposedly are supervising. This is tantamount to begging for money; it's disgusting. As the other poster noted, there's only so much money to go around, so it IS nothing more than a popularity contest to see who can either brown-nose, or lie the best.

Also, this form has to be done on my time, not the agency's time. One thing this does prove, is that supervisors - at least mine - are not needed...

I wrote mine and they were approved. I did my "mid term and managed to get a flat 3. I did my self assessment when I changed supervisors and got another 3. Doesn't make much difference when you know that you've been set up to never get the same raises the GS employees will get. Business rules for the DoN ensure you will never get more than what your previous GS rating was within the pay band. That means I'll never get a raise beyond GS9 step 10, only a bonus no matter what I do. Even a reassignment to more duties doesn't rate a raise under the current rules. I could be reassigned additional duties that were formerly GS11 duties and never see a nickel. I don't know about the rest of the NSPS people out there but I feel well and truly bent over on this one.

That goes double if you have ever filed a Case against your supervisor regardless of the excellent job you do and regardless of how many times they have commended you for your efforts.

Your not the only one grabbing their ankels. They just re-invented the good ole boy network and made it easier to dole out the cash to their buddies. Just give me my 3 and leave me alone.

Been a Govt Supv 16 years. NSPS is really a disaster for those at the top of the pay band they are in. No, you just can't go get another job that pays more. You are now stuck in a position you will come to hate, if you don't already. the systems unseen consequence is that of burnout for the employee with no chance escape. It took me 7 years to get away from my last job, there is no chance of getting something else now. I too am stuck like everyone else. No pay raise, a minor bonus of sorts. This really impacts my hi-three for retirement and blows chunks.
And it really does not matter what you write on the self assessment, I can't give anything more than a 3 without it being sent back the re-evaluate and make it a 3. Only the biggest suck-ups that work for the directors can get more.

Last year, I felt I did a great job, so did my supervisor, however, my evaluation was paneled and those that don't even know what I do had a say in my overall rating. I guess my supervisor's justification for an outstanding rating wasn't good enough, so I got a "fully". This year, I think I did even better, took on additional responsibility was even detailed to another office to assist with HR functions. Again, the new supervisor gave me the same rating & overall score as the panel. When they asked me to meet with them to discuss the rating, I said "what for" it didn't change, nothing to discuss. I agree with the one who said, "just give me my pay and leave me alone". I hate to be that way, but if all I'm going to get is "fully" everytime, then I might as well just do "fully" work.

WHY????

If NSPS is suppose to be for the employee's benefit - why does someone have to write a book about writing good assessments???? Something is wrong.

There's an upside and downside to everything

This is a formal way of "giving the boss some bullets" like I did in the military. For my part as a military supervisor I told folks, it's not bragging it's a chance to highlight the achievements you felt good about or were somehow important to you personally to combine with my observations.

As a Civilian I hope this is the same and not a written justification for my ratings

I feel the bottom line in this is trust, if your Supervisor exhibits professional behavior, honesty, and integrity then you can feel pretty good about the outcome.

If you distrust the Boss or the system for either justified or unjustified reasons NSPS will not feel very good to you.

Yup, and I am also a little tired of being told how great it is for me! Hey, I can accept we need to save money and live with it. sheesh!
