Clinton is the culprit, not the Savior. Reagan trickle down economics and lower taxes kicked in during a good economic cycle during the immoral regime.

Using calculator, the increase for Minneapolis calculates to about a 3.7%... i.e. something less than the 3.9% base increase. Is this casued by a change in the locality adjustment, or is there some other reason?

The 3.9% is not a base--it is an average increase. The base increase will probably be in the range of 2.9%.

For some of you whiners, it appears that fundamental skills like math and spelling are stunting your career progression. I implore you to take the time to develop your point and clearly articulate said point with the depth of insight that would make the taxpayers of this great nation proud that you are willing to perform as a U.S. civil servant.

I read the posts here quite often; however I rarely post an opinion. I do however want to address the pay cap issue. The pay cap has a large effect on people in my profession. I am a GS-12 world wide deployable, emergency essential. I spend most of my time in Iraq working side by side with the soldiers. We sacrifice lives, blood and tears along side the fighter. The compensation we receive for being here in harms way consists of overtime, hazardous duty pay and post differential. Some of us spend so much time here we hit the pay cap. DFAS calculates what we are making each pay period and if they believe we could hit the pay cap in that year they cut our pay. This is great for workers that stay here year in and year out but my team deploys every six months. That means we were not getting paid for some of our time here even though we never got close to the cap at the end of the year. The new rules were written for those of us in these conditions. I think we earned it and deserve it.

The salary cap is based on a biweekly paycheck. With the current limit of $149,000 for a GS-15/10 a sinlge bi-weekly pay check cannot exceed $5711.55 in totla compensation. The math for this is (149000/2087)*80. The total compensation includes base pay, overtime pay, compensatory time caluculated at your base rate and other comepnsations.
Unfortunately it does not take into consideration whether this is a one-time or a frequent occurence. Some of my folks can earn less than 3 hours of compensatory time or overtime pay in any one pay period.

I wont begrudge you your job with Government but pay is another matter civil servants should not be living better than the people they serve. Henceforth the title servant and lets face it the government has lost touch with the people. The government doesn't make money they spend it. Judging on there performance they should all be canned because in the real world if this was how you did your job you wouldn't last 30 days.

why does government deserve raises for mistakes?

I find it very funny that the people who make wages off the backs of the rest of us seem to do good only for themselves.If they can find a 6% raise for retired government employees why is it so hard to find it for people on social security.Is it because they have a special fund somewhat like hour great politians who have a pension fund they dont put a dime in but they get the best pension the working class can or even cannot afford.It is to bad that washington doesnt have to live within a budget like most hard working and non working people in this country have to.Of course if thats all you have to do is crank up those printing presses and make some more or just build another bridge to no where.I believe if they can find a raise for government workers they should find some for the people that actually pay there wages.But I suppose that would take some responsibility which washington has forgot how to use.
