The last eight years have been terrible. The system did not run better under the Bush doctorine. Obama will have a open mind and this is the best improvement the Union have in gaining workers rights.

By contracting out many of the non union management duties to the non government private sector or like India, would save a tremendous amount of money by lowing the cost of very expensive govt.. management salaries with built in cost of living and costly benefits.

You need to educate yourself, read the latest GAO report on contracting out government jobs. There has not been one case, so far that contracting out has saved money, not one.

Again don't let the facts get in the way, I quoted a source of my information, you, however just make things up. The only contracting out of govt jobs I would agree with is DOL Diversity managers.

Clearly, the current administration's plan to reduce "big government" and government spending have resulted in undermining the functionability of several federal agencies. Social Security Privatization is a more obvious ploy. Underfunding The Bureau of Prisons and putting employees lives in danger is not so obvious an attack. The AFL-CIO has historically fought to maintain employees rights. The current administration has worked hard to eliminate any "power" the Unions have had. It is critical that President-Elect Obama not only keep his word on these promises but, as a show of good faith and true commitment, re-institute Partnership and create a true "checks and balance system" between government agencies and their employees. All too often employees are subjected to the whims of those fortunate enough to land management positions. And too often these employees are victims to these whims. Let's give workers the chances they deserve and the tools necessary to serve our public.

In spite of the fact that change of all kinds - particularly technological - will continue to be implemented and evolve in government agencies, employees - particularly unionized - will resist these changes. However, the retort that "We've always done it this way" no longer works because technology does bring with it new and better ways to manage and be productive.
Obama's challenge will be to develop policies that include all levels of federal union members in the change process. Without buy-in, the unions will continue to resist change. As the author notes, labor is the single biggest expense for agencies and the traditionally confrontational relationship between most management and unions increases that expense significantly. Much of this union resistance is driven by suspicion and fear of the effects that change will have on the future of employees' jobs. How Obama goes about creating a win-win path for unions and management is crucial to his administration's success.

The writer says that union people dislike & fight change. Well, that's a really questionable broad statement, that likley based on a half truth, or even a falsehood. NSPS is a classic example of agency/ideaology driven change, where the voice & concerns, of the workers have no place. The unions were trated with scorn & rejection from the start. They called that "meet & confer". That kind of change is being fought, as it should be!!! It's the current administration, political appointees, & "conservative think tanks", that created this environment. When they hit the road, we'll all be better off!!
