Where do managers fit in?

One of the biggest problems with Partnership was that it too often, especially at the Agency level, was Executives and the Union leaving out managers. The programs that resulted from partnership were often unworkable at the front line. If partnership is to be successful it must include the viewpoint of front line managers represented best by management associations like the Federal Managers association.

That may be but the FAAMA is the biggest joke known to mankind. They are lazy and self centered and spend more time trying to get out of work than actually working

If I understand you, the agreements of which you wrote do not concern or change--to use statutory language--"conditions of employment" within the meaning of § 7103(a)(14).

In that case, I agree there would be no agency head review.

Head of review is needed because most managers are incompetent and lazy.

Partnerships offer an additional burden for management to negotiate once again with employees . Employees are already afforded considerable protections through the greivance process, EEO complaints and other vehicles.

All these processes do little but generate additional cost and inefficency to the government. There were hundreds of MOU's generated during the past administration that conflicted with policy or contradicted another MOU. No private company could exist with these bureaucratic policies.
