i do not agree with this plan either. i agree with the person who stated we already get paid vacation and sick leave, why more? apparently the ones who voted for this are the very ones who abuse leave. i can see granting this to new hires because things do happen. for employees who has been with the agency for some time-no.

In a time when more people are one pay day away from homelessness, it is time the government becomes a kinder and gentlier employer. Not everyone gets the option to wait until they have enough leave to decide on being a parent. And for the next 18 years they will be taking more leave than others without children. Parents shouldnt have to decide which one take care of children or get paid. I dont think employees will now run out and get pregnant just because you can paid leave for a small period. We have had employees come back to work two weeks after dellivery. I think it is a trickle down effect, Less mothers becoming state dependent during this leave period. some one is going to end up paying.

I agree that parents need to spend more time with their new babies. However, all Federal employees have a very generous leave earning program. All employees have a duty to use their leave responsibly and plan for their needs. This bill, if passed, will discriminate against those who, for whatever reason, don't have children. It is very hurtful when one group of employees is provided benefits that others are not eligible for. Already employees without children end up picking up the slack when others are out for even small parts of a day to attend their children's school and sporting events. new parents are eligible for up to 12 weeks of leave under the FMLA. They should plan accordingly for their paid leave if they cannot afford to take unpaid time off. And should consider, if they can't afford unpaid time off, whether they should be having children.

I am a new mom and although I think it is very important to bond with your children, I do not agree with this bill. We have a generous leave program and people need to take responsibility in planning when having children. If you are a new employee with a small leave balance, perhaps that employee could take advanced sick leave and then pay it back later on? If this bill passes, it won't be long before another group of people (those who have to care for elderly parents)come along asking for the same type of thing.

As a new federal employee who is pregnant and due this summer, I am all for it. I will have accumulated only 12 days of paid leave before I go on maternity leave, which I could easily take before I even give birth. I think the bill is necessary and overdue. True, most federal employees have a lot of leave, but regardless, we should be giving mothers some time to spend with their new babies. Afterall, it is usually the mother who is the primary care giver and will have to use up all of her leave for the care of her children.

Sorry to deliver the bad news but you need to read it again. It won't take effect for 6 months after passage. It may help someone but not you in this case.

A majority of comments reflect a definite sense of "entitlement" to programs and pay, and "what have you done for me lately." Fortunately, I don't feel this represents the feelings of the majority of Federal employees. Most are thankful to have a good job, and receive the benefits we do have. Ref NSPS, private sector merit pay avg in 08/09 is about 3%. Depending on where you live, we got nearly that much in the increase to pay bands and local mkt sup before your performance payout. Comparison-wise, unless you were GS at steps 1-4, a 3 rating and 2 shares even in a pay pool with lots of 4s & 5s puts you ahead of the GS system. What other employer has the leave programs the Federal gov't provides? Why do we need more? And who else provides health care in retirment, at the same premium you paid when you were still working--no one! Commentors should be thankful and spend more time working and less blogging and maybe you'll get that 4 or 5 rating next year.

I recommend that the act be changed to allow a deficit of leave for employees with new children. Not all children are planed and not all adoptions are done with parent who have sufficient leave to spend time with the new child. In addition, the leave can be repaid on a standard schedule so that the employee could still be able to use sick leave. Finally, if the employee left the government the employee would not have to repay the government. This change would make the whole process easy on the employee, government and taxpayer.

At a time when everyone should be tightening their belts, most of all government, we're talking about four weeks of paid leave that people didn't earn . We already have great leave benefits. You want a baby - save up your leave or ask for advanced annual and sick leave THEN PAY IT BACK.

The truth is, somebody has to propogate the species. I find it fascinating that the people crying that this is "unfair" to those who chose for whatever reason to not have children some how think it is fair to equate having a child with getting cancer. People can become sick at any time... and asking people to go in the hole with their leave so that we can have future generations (that will likely be paying in part for your retirement) and then risk being in really deep should they become ill is wrong.

This is like any other type of benefit the government offers to everyone. Not everyone chooses FEHB, FEDVIP, life insurance, long term care insurance, etc. Where is the uproar about the unfairness that those people aren't compensated for that choice? How are these benefit programs really any different?
