Misuse of trave card.
The employee should know that it is not for personel use. Now if they are reminded and pay back to charge and still misuse futher steps need to be taken toward them. Some people don't listen.
Now to the leave, everyone has different situations.
Their own health, family health, which is considered a sick leave. You can not predict this is many cases.
I for instant have fairly good health, but family members do not and I never know from one day to the next. Some times not evey the next hour.
I have a daughter with cancer and I could be called at any time. Last year we had two family members die and I had to be out quite a bit then. I called in and took annual leave, it was not requested in advance, but how can that be in this situation.
You see every situation is different,
IT COULD BE THE AND NOT ME.
I wish my situation was different, but thankfully for it being as good as it is now. LIVE DAY BY DAY.

I will say it again, "Stupid is as stupid does." These people are either dumb or they really do not care what effect the actions have. And, alais, I see we have more misuse of the "Whistleblower" defense that should be equated to the Insanity plea. Why is it that most of the people in these articles who get fired try to pull this stunt? For leverage? They tend to ruin it for legitimate cases where someone was let go for being a whistleblower.

As for Stribling's affirmative defense of retaliation for whistleblowing, the court points out that the alleged whistleblowing occurred 2 years before her removal. Further, it involved the Philadelphia office.
No shame.

We need to remove more deadbeats and thiefs like this from the"G."
Government employees need to realize that our jobs are not in jeopardy like the private industry and we should appreciate what we have. If you don't like following the rules or think working for the "G" stinks then move on out to the private industry and stand in line for your unemployment check.

This is standard defense for every CS, I'm a whistle blower. Then we have people posting and saying that MSPS and EEO doesn't help, because they win less than 2% of their cases.
All this shows how frivolous all these filings are

I have to say, I might have also been tempted to charge what she did to a gov't card issued for a move as I would have considered these charges associated with a PCS move. However, it sounds like her new office was willing to work with her on the leave but just required documentation. This seems reasonable and suspicious that she did not responde to this request. I wonder whether she requested this transfer? It would be a bummer if she didn't and she was fired based on a PCS move and not on her job performance.
