I am FERS retired on disability under 62 and not drawing Socoal Security yet. Where is my tax stimulus?

I am a CSRS retiree who recently became eligible for a very small Social Security payment (even though I paid into the system for over 20 years prior to my CSRS service and retirement). I did not receive the $250 check and since I am now eligible for Social Security (under $400 a month), I will not be eligible for the "stimulus". Although this is not entirely true. I believe this entire issues has stimulated my colon.

Not only that I have not received my refunds for 2004,5,6,7. I did file them late (2008). Part of that was because I am a Hurricane Katrina survivor and had trouble recovering and recreating my paperwork. I and my CPA have written the IRS to no avail.
May I please receive an email answer? Thank you.

In my opinion, OPM should have been using the new lower tax rate tables, like private industry, whereby lowering the amount of Federal taxes withheld from our monthly annuity payments. Guess IRS wants to use our money free of charge.

My friends working in the private sector now have more take home pay because less Federal tax is withheld. Why am I not getting a larger retirement check every month? The same amount as before the stimulus bill is being withheld.

$250 was automatically deposited into my bank account on May 14. I did not have to write and ask for it. I do not get any social security.
