Unfortunately, Federal Agency and the author never operated in the real world of state, county and local government labor relations.
There is nothing here that will force the rogue agencies such as SSA to change LMR personnel and act in accordance with the intent of the EO which is only as good as the term of the President.
To be truly effective there MUST be a overall Labor Director with the power to enforce and fire the non-compliant. OPM must be directed NEVER to look for a way around the E.O.
The EO does not deal with the term "internal security" which is offlimits. SSA and the FLRA has stretched this beyond the Congressional intent of protecting computers and records to safety measures on interviewing counters, guards and other commonly real world negiotated issues. SSA has the LEGAL right NOT to protect its employee in PHYSICAL security issues.
WE need a LAW to give us the rights to bargain issues like state and municipal unions such as state police do

You are correct in that a law would be required to force agencies to bargain. But, I doubt that will happen.

The Executive Order will buy some time, look good to some, and cause lots of headaches to the Administration and OPM as they try to persuade some reluctant agencies to bargain numbers, types and grades of employees.

In the end (about three years from now), some agency's reluctance will be heard by the FLRA and the courts. They will point out that the plain language of the statute is that the authority to elect rests with the agency [not the President]. That Title 3, Section 103 gives the President the authority to delegate power, not change existing law.

Do you know that SSA will not allow access to the Obama Draft EO vs Clinton EO? You might have laced the article with a bug of some sort. So much for using the internet at work.

The Secretary-Treasurer of the Public Employees Department, AFL–CIO is not included. The organization no longer exists. Also, see new draft EO.

Are these "rookies" that are Harvard, Yale, etc Elete educated [on taxpayers dimes] dumb, lazy, dishonest that they have to "copycat" or excuse me let me use a "EDUCATED" discriptive work "plagerize" other people that spent hours, days, weeks, months and sometimes years trying to work out a plan....???????that is all this administration has done! Whether I am for this bill or against it....BE HONEST AND ORIGINAL...DON'T RIDE THE COATAIL OF SOMEONE ELSE AND TRY AND TAKE CREDIT!!! The arragant atitude is going to be the downfall of this Administration. DON'T PUSH & DEMAND. Its called "Let us work together!"
