It's a joke now; it'll be a joke in the future. How can you hire new employees when you don't have the funds to bring them on in the first place? If new employees are brought on they should be temporary so you can weed out the unqualified friends who are a burden to the mission.

I spent the last 8 years as an HR specialist before jumping back into Budget. The personnel systems, personnel staff levels, and existing personnel regulations will not support a huge influx of new employees.
