The Federal Hiring Process: Can It Meet Today's Government Requirements?

The govt. eliminated civil service tests because certain special interest groups sued indicating the tests were biased. Now they hire based on unquantifiable requirements such as race, disability, veteran status, gender etc. and the results are what you see today.

Now we have people with masters degrees who can't write a grammatically correct sentence or perform simple math.

Bring back the tests!

Just as an FYI, tests are still available. Management has to discuss all hiring options with the HR. The Administrative Careers with America Test can be used. If your HR staff isn't aware of it, then they should contact OPM for additional information.

I agree - we need some sort of technical screening as well as looking at the intangibles. I also have an employee with a masters' degree who cannot write a simple 1-page document - even when provided with a sample and all that is required is to change some dates. And shame on the school that granted the masters' degree.

I came in federal civil service for the military under an outstanding scholars program as “excepted service” in 1989. I set up an internship at a place on base where I wanted to work, and I got them to fill out the proper forms so I could receive college credit for working every Friday for free for 1 semester. They were impressed with my performance. I filled out an application and started working on my master’s degree. I wanted to work as a civil servant but seemed to be hitting a dead end. It took the command over 6 months to offer me a job under outstanding scholars program even though they had a vacant position during my internship. That was 20 years ago. At my current job, it was notified that I was being considered for a position in December, and I didn’t arrive onboard until the following July. It included getting approval for my clearance to be increased, and to pass a drug screening, and to verify my educational qualifications. It takes too long to hire people. Period.

I hire people to work in my IT division and can tell you the process is just as long and frustrating for me as it is for applicants. One of my former bosses many years ago summed it up: the process was design on the assumption that you (the hiring manager) are an idiot and can't be trusted.

The process needs to be massively streamlined, and thos operating that process ned to move faster. Too many HR actions are treated as business-as-usual with applications being passed from in-box to in-box, with no sense of speed or ugency from those handling the cases.

Capacity and flexibility for timely hiring of quality personnel rests primarily on quality of experienced HR Specialists even within the same servicing personnel offices (SPO). Use of certain hiring authorities, interpretations of qualifications, etc. differ from HR Specialist to HR Specialist even within the same SPO. All they know is what they know based on what they have learned or observed first-hand. So if they have only seen traditional, labor-intensive hiring processes...that is what they use. I have run 45-minute hiring metrics on agency employees and found most employees were hired using a handful of traditional time-consuming & labor-intensive hiring processes. MSPB reports the quality of hires is low among surveyed supervisors who are careful not to point the finger at their SPOs. OPM is crucial to the updating and upgrading of SPOs and quality hiring which they can start by upgrading their web pages to provide more technical-type info for HR Specialists and supervisors

I retired in 2005 from the Department of the Army under DoD. I was a Contract Specialist level 3 certified and bought spare parts for all tracked vehicles. Do you know whether this push to hire new people will include re-hiring retirees?
Also, do you know whether this could include part time
employment? Upon retirement, I was a GS 12, Step 10.
I would really like to work, but would most definitely prefer to do so on a part time basis. I live in the Detroit area. Do you know whether or not DLA in the Detroit area is hiring Contract Specialists? Detroit is closer to my home than the Tank-Automotive Command (TACOM) in Warren. where I worked for 25 years.

I worked for the VA for 34 years and retired in 2008. There was tooo much good ole boy hiring, Many hired their friends that were retiring from Air Force that they knew and its a chain reaction one hiring a friend and he became management then he would get his friend promoted then he would go back to Air Force retires and hire them. Non selection for a position in the VA cannot be grieved by contract so the union can't even stop it its always up to the selecting offical. Something needs to be done. AT the VA i retired from 9 of the Service Chiefs were non veterans, so their compassion for hiring vets didn't really matter to them. Management contracted out two new buildings the lowest job housekeeping that could hire vets were contracted out and the contract allowed them also to do that . If these positions are new management can contract them out and they did of course the Service Cheif that did this was not a vet. So AFGE needs to look into straightening this out.

I do not think hiring should be limited to people who have masters degrees or college degrees. Not everyone can afford to go to college and just because you have THAT degree does not make that person anymore qualified for a federal job than someone who does not have a degree.
There are people out there who need jobs who does not have a college decree and I feel like those people are being discrimated against.
