For years federal managers have been very creative in avoiding hiring any type of veteran. Attorney DoD mentioned the Outstanding Program. Those hired were in a majority of cases not "outstanding and/or Scholars". The program was illegal from the onset. Many diplomas were from degree mills and from non-acreditied schools. It was used from 1981 through 2006. Approximately 45,000 (not) "Outstanding Scholars" were hired. Veterans were not considered for these positions.
The FCIP is under attack (Gingery and the NTEU) at this time. The same arguments are being made by federal managers as where made to justify the "outstand scholar" program. Veteran's rationale is the same. The FCIP violates VEOA because it does not allow veterans to be considered, and is not announce properly.
We will see.
