What about federal workers with no union in those meetings? Looks kind of shabby for them.

How could they be represented. You can't have them all there and they did not elect someone to represent them. If they did they might be equivilent to a union.

Not sure why the author characterized Ms. Kelley's view of pre-decisional involvement as expansive. Isn't it inherent in the concept of pre-decisional involvement that the the involvement occur before the decision is made?

To bad we at PAACE in OKC can not all be included in this to. We will have to be included just like everybody else in the end. Come on folks give us a break to.

I'm all for union predecisional involvement as long as the union's final vote is 49%.
