What about federal workers with no union in those meetings? Looks kind of shabby for them.

Not sure why the author characterized Ms. Kelley's view of pre-decisional involvement as expansive. Isn't it inherent in the concept of pre-decisional involvement that the the involvement occur before the decision is made?

I'm all for union predecisional involvement as long as the union's final vote is 49%.
