NAVSUP was not created many years ago because a lot of people needed jobs. It was created as a watchdog. But that control "went out the window" with the introduction of Credit Cards.

So, if I am correct, the VA has a 99% success record on credit card purchases and less than 1% on fraud. Those wasteful wasteful people!

I have had government cc's since 1995, have kept all "po's,pick slips, packing slips, and anything else pertaining to purchases". I was told initially that I did not have to keep ANY of it(until an IG investigation several years ago). I was also told not to purchase for anyone else....until th purchase card purge eliminated several of my co-workers, now I spend mucho time as a "psuedo" purchasing agent attempting to keep costs down and save the government moola(my taxes)........WHY???

The main problem to this abuse is the FACT that the APPROVING OFFICIALS do not do their jobs as required. Nothing will work properly if appropriate controls are not adhered to. enforce your regs and properly train users and ENFORCERS....discipline, discipline, discipline!!!

If VA employees are misusing their gov't credit cards, the facility, in the case of medical centers, is lax in enforcing its policies. Fiscal service receives a copy of the monthly statement for every card, and unless the facility has internal enforcement, people will take advantage of the privilege of having a gov't credit card. Fortunately, our facility has internal enforcement at every level, and anyone who abuses the card is eventually caught and disciplined. It's truly a shame these kinds of issues come to light and sully the reputation of our Agency and civil servants in general. Most of us take our jobs seriously, consider it a privilege to be civil servants, hold ourselves to higher standards than the private sector, and crap like this makes it difficult to convince other taxpayers (including ourselves) that we aren't wasting money at all levels.

The Federal government needs to make it a misdemeanor crime to purchase and personally use (or have someone else use) any personal items,
not clearly authorized by rules or regulations, using a government card. In addition to having criminal penalties ranging from a fine to imprisonment, a list of minimum and maxuimum disciplinary actions should be published. Watch how fast misuse goes down government wide.

If you were issued a credit card you were also given a class on the proper use of it. If you do not follow the rules and you use the credit card for your personal use, then you should get FIRED on the spot. No exception, no excuses for anyone.

I was sent to a class and was unable to charge the cost of the class which I had been authorized to do. Gov card was rejected.
This was a legitimate use of the card and it was blocked; called it a tuition. So why is this blocked and not those personal expenses?

I had a supervisor who bought personal items for his girl friend. The abuse was detected by our accounting department that monitored credit card usage. The employee was given 30 days to reimburse the agency and his credit card was taken away.
