I am a retired NCO that recently became a government service employee. Does my amount of time in the Military allow me to receive more annual leave? I am currently receiving 4 hours per pay period.

As a retiree you follow different rules, not all of your years in service will count when it comes to receiving annual leave. They must look at your service record and determine the amount of time they will give to count towards earning leave. I do believe time served in combat counts and some other possiblities. Please go to your HR and have them review your time in service to make sure you are getting all the annual leave you deserve! Also you can look up info at OPM.gov and look under leave or look at this regulation (CFR part 630, subparts B and C;Title II-Leave, Civilian Personnel Law Manual, chapter 2-Annual Leave ) or go to google and look up "Title 5" and look at part 6303.
And one other tidbit...do not buy back your time of service for civil service retirement purposes. For those who are retired from the military the amount it would cost you is usually not worth it to you in the long run.

Does this law apply retroactively to employees now on the rolls who may have prior experience/duties similar to the positions they now hold? Or does this apply only to new employees hired after April 28, 2005?

Pay Cut under Flexibility Act of 2004

The federal workforce flexibility act actually provides a lesser promotion to GS employees who are technical professionals across the board. There is a provision within the act that changes the way that promotions used to be calculated and therefore I personally lost over $3500 a year and 2 pay steps which leaves me 2 years behind many colleagues. And since my promotion was after May 1, 2005, August actually, I am recieving a retroactive pay deduction of over $1400 over the course of 2 checks... has anyone else experienced this pay cut??? If so please e-mail SDGAP@hotmail.com because I am formulating a case that I will be taking to the union. There are about 30-40 people who are affected by this that I know of so it is not an isolated problem.
