Similar to my other comment--

I just finished reading "Putting the One Minute Manager to Work" again. This memo and the other one flies in the face of really good performance management. On Pg. 78 and 79 in Putting the 1 minute manager to work, Ken Blanchard talks about the very core of good performance management-- make sure that employees know and feel that "we mean them no harm."

I've been doing performance management for the government for over 12 years. Every system I've seen including these suggested memos cannot give employees that feeling of doing no harm. Most systems beat on everything the employee is doing wrong.

No wonder everyone dreads their 15 minute meeting a year with management to discuss their performance. And we wonder why the government is in such a sorry state-- how sad!
