Please note: going from a rural mail carrier to a postmaster is NOT always a promotion...for our regular rural carrier to go to the postmaster job that is open in a neighboring town, he would take a 30,000 pay CUT!!

Since she could not perform the duties of the position she previously held—rural carrier—she should have applied for a disability retirement in case her OWCP benefits ended. There is a one-year time limit to apply after separation from USPS.
As the Rural Carrier Associate noted, some small town postmasters make less than the rural carriers in their office. They are basically station clerks. Nevertheless, the position is still considered a "promotion" by some.

The system presumes claimants are frauds, and monetarily punishes those with long-term health problems.
I'm not saying anyone is entitled to a promotion to accomodate physical needs, but disability retirement is not necessarily the answer either.

Most rural carriers, who are not paid hourly - but by an annual salary (the same as most Postmasters) earn more money than their Postmasters. It's one of the reasons so few rural carriers make the change to the management ranks . . . big time pay cut!
