Agencies do not have the will. What you lay out is a very good and well thought out. Unfortunately, the bean counters will sell the "pay later" scenario. Supervisor, Managers, Lawyers and Senior Leaders are usually "inderect" chargers. The cost of labor is generally fixed no matter how many hours they work. Taking dollars away from other mission objectives for training and increasing the amount of time for the negotiator to "shadow" management is a very hard sell.
