Paying Double for Prescription Drug Coverage
200,000 or so federal retirees may be enrolled in two overlapping prescription drug programs due to a lack of coordination between OPM and the Centers for Medicare and Medicaid Services. The programs are the FEHB plans with drug coverage and Medicare Part D drug plans.

Congress Decides to Create More Unions at State and Local Level
The Senate has given preliminary approval to a bill that would give police officers, firefighters and other emergency workers the right to form a union under federal law without regard for local or state requirements. Republicans called the bill a legislative payback for union help to Democrats in elections.

According to the GAO, 51% of customer calls to 48 randomly selected field offices of the Social Security Administration went unanswered in a survey. Waiting for an answer sometimes took as long as two hours and in two field offices, the phone was never answered at all.

Job Security and Federal Employment
Federal employees do get laid off although in small numbers compared to private industry. In FY 2007, about 1200 federal employees got RIF notices, sometimes accompanied by early retirement or a buy-out offer. According to OPM,about 4,700 federal employees retired early between 2003 and 2007.
