Couple of weeks ago, I wrote an article

tried to be fairly optimistic. The

reality is that this shutdown is

different. It's quite a bit different.

The issues are different. The political

alignments, the political realities are

different. Both Democrats and

Republicans are digging in more than

they probably have in the past. I've had

the unfortunate experience of having

gone through several shutdowns since it

And it's become a political tool. It may

benefit Democrats. It may benefit

Republicans, but both parties are not

adverse to using it as a tool to gain

political objectives. And that's what's

happening now. Several items are several

days are coming up that are particularly

important in deciding how long this

furlow is going to last. Is it going to

last until Thanksgiving? I think there's

a good chance it will, and I'll briefly

explain why in this video. The first

date is October 24th. Federal workers

miss their first full paycheck. Not all

federal workers, but still a few hundred

thousand. It's going to make headlines

around the country. When that happens,

people are going to be calling their

congressmen, their senators. They're

going to be complaining about it. And

obviously, there's going to be a lot of

news stories about how federal employees

are impacted. Families are hurt,

individuals are hurt. you're going to be

taking out loans in some cases, paying

interest on those loans. So, it's a

tough time. The second one is October

31st, military pay uncertainty.

At that point, it pay may come through

for the military. It may not. It did

short time ago. That's not certain it's

going to happen again. If that happens,

again, the political reality is military

personnel who are not getting paid are

probably going to get even more

publicity than federal workers who

aren't getting paid. People who were

stationed overseas uh in dangerous

situations not getting paid. That's a

argument and it's going to create

pressure for Democrats and Republicans.

Who it's going to put the most pressure

on and which part is going to feel the

most pressure, I don't know, but it's

going to create a lot of pressure to

reach a settlement. Finally, November

1st, Affordable Care Act open enrollment

begins. That's going to affect millions

of Americans and it's going to make a

lot of politicians uncomfortable. Now,

perhaps in that case, it affects the

Democrats less than Republicans because

the Democrats are arguing that the

Republicans are trying to hurt Americans

by not passing uh subsidies or continued

subsidies for Obamacare.

Whether that takes hold, whether that

becomes the dominant public opinion

remains to be seen. But these are the

items that are coming up and the

pressure is going to continue and

ratchet upwards every date that of every

one of these dates when it comes around.

What are the chances for settlement?

I've listed three. The first I've called

an early breakthrough. That is we'll get

a resolution in the political arena by

those two dates that I mentioned

earlier. The winners in that case would

be federal employees and political

moderates in both parties. The losers

would be those who are taking a strong

hard position in both parties and who

are trying to use the shutdown as

leverage. The second possibility is

standing off until Thanksgiving.

That's the start of the American holiday

season. Uh airports are packed, roads

are packed, people are traveling all

over the country. They fly a lot of

places. There's a possibility air

traffic controllers may not shut show

show up for work. That's going to

create, if it does happen, a very huge

political problem for the political

parties who haven't reached an

agreement. So, we'll have to see.

There's a possibility that hardliners

that people are both parties are still

taking a hardline position. So, it

doesn't have to end during then if they

withstand the political pressure. We'll

Uh the final possibility which I think

has less chance 20% chance versus 50% of

a standoff ending around Thanksgiving

starts is an extended impass. The

shutdown stretches into December echoing

the 2018 and 2019 record shutdowns. This

would means mounding operational

problems, a bigger hit to the economy

and some kind of a resolution probably

gains to be had or political losses.
