President says ‘Welcome Back’ to Federal Employees; OPM issues Guidance on Back Pay, Etc.

The President issued a message welcoming furloughed Federal employees back to work and OPM laid out guidance to employees and Agencies about pay, leave and benefits issues.

In a message to Federal employees affected by the shutdown, the President welcomed back furloughed workers and reminded them of the important work they do on behalf of the people of the country.

On October 17, OPM issued  guidance titled “2013 Furlough and Pay and Leave Benefits” in a letter to Agency human capital officers.

The guidance covers pay, leave and benefits that may have been affected by the shutdown.

The guidance offers few surprises but one involves the following:

“An employee who was regularly scheduled to perform overtime work or to perform work at night or during a period for which any other form of premium pay would otherwise be payable is entitled to receive overtime pay, night pay, or other premium pay as if the work had been performed.”

Employees should read the guidance carefully, particularly if you filed for and either received or may receive unemployment compensation as some states may seek to recover payments made during the shutdown.

While OPM lists points of contact for Agency use, employees are directed to their Human Resources (Personnel) offices for help with individual questions.
