Impasses Panel Member arrested

A member of the Federal Service Impasses Panel has been arrested on charges of misapplying over $1 million in payments

Joseph Whitaker, a member of the Federal Service Impasses Panel (FSIP), has been arrested in Texas a few hours before he was to leave the country for a job with the Iraqi Ministry of Health.

The FSIP is part of the Federal Labor Relations Authority. The FSIP is a seven-person board that resolves contract disputes between agencies and labor unions that represent Federal employees.

Whitaker is the CEO of Whitaker Construction in Shreveport, LA. The company was the contractor on a $7.1 million surgical center in Monroe, LA. 15 subcontractors have filed liens against the hospital claiming they have not been paid. He was arrested on the charge that he misapplied other contractor’s payments in excess of $1.4 million dollars. His company is currently in bankruptcy.
