Two Senators have asked President Obama to freeze federal hiring during the transition between presidential administrations to combat the practice of “burrowing in” by political appointees.
The House Oversight and Government Reform Committee is requesting information from federal agencies regarding “burrowing,” or the conversion of non-career political staff to career positions, something which the Committee notes can create morale problems among the federal workforce.
OPM has issued a memo to agency heads advising them of restrictions on appointments and awards during election season
