Update to the Washington, DC, Area Dismissal and Closure Procedures

The U.S. Office of Personnel Management (OPM) issued revised Washington, DC, Area Dismissal and Closure Procedures on December 15, 2010. OPM is amending its announcement for early departures to explicitly allow employees to request unscheduled leave and unscheduled telework prior to their individually staggered early departure times. Additionally, OPM will no longer be asking agencies to provide telework data when OPM announces certain operating statuses.

The Author takes a look at TSA Administrator Pistoles “Determination” regarding unions at the Agency. The author believes it is an interesting document as its stated terms appear critical of the labor law that affects other Federal employees as well as the FLRA that administers that law. The administrator may be heading for a protracted battle if the election results are reasonably close as well as after the election results are certified.
