GSA and Uber Forge Strategic Partnership to Modernize Federal Travel

GSA has announced a new partnership with Uber for Business to help federal employees who have to travel for work.

The General Services Administration (GSA) has announced a new five-year Blanket Purchase Agreement (BPA) with Uber for Business. This exclusive partnership, unveiled on July 16, 2025, is part of GSA’s broader OneGov Strategy to streamline procurement and reduce costs across federal agencies.

The OneGov Strategy is a governmentwide initiative to modernize federal procurement by centralizing IT acquisitions, fostering direct relationships with Original Equipment Manufacturers, and reducing costs through standardized terms and pricing. It aims to treat federal purchasing as a unified enterprise, enhancing transparency, cybersecurity, and efficiency across agencies.

What’s New in the Agreement?

  • Expanded Access: Federal contractors, with contracting officer approval, now enjoy the same benefits as federal employees.
  • Global Reach: Uber for Business services are available in over 15,000 cities across 70 countries, supporting both domestic and international operations.
  • Business Profiles: All rideshare activities will be managed through Uber for Business profiles, enhancing compliance and visibility into government travel expenses.
  • Mission-Specific Use Cases: Agencies can deploy Uber for Business for disaster relief, emergency response, and other mission-critical transportation needs.
  • High-Capacity Vehicles: The platform now includes options for transporting large groups, ideal for trainings, fixed routes, and off-site parking.

GSA Acting Administrator Stephen Ehikian emphasized the partnership’s role in “modernizing the federal workplace and experience,” while Federal Acquisition Service Commissioner Josh Gruenbaum praised Uber’s “bespoke agreement with attractive pricing that meets the broad needs of the federal government.” Uber CEO Dara Khosrowshahi added that the collaboration will help to “simplify operations and reduce inefficiencies with our leading global technology platform.”

This BPA builds on a previous agreement awarded in 2020 that was recompeted for five years and expanded to include new features to help further modernize government travel, improve efficiencies, and support global federal government operations.

It also aligns with President Trump’s April 2025 Executive Order promoting commercial efficiency in federal contracts.

That Order was intended to eliminate unnecessary government spending by enforcing laws requiring agencies to procure commercially available products and services whenever possible. It stated, “It is the policy of my Administration that agencies shall procure commercially available products and services, including those that can be modified to fill agencies’ needs, to the maximum extent practicable…”

Federal employees who like to use ride-sharing services are likely to find the new GSA agreement with Uber beneficial when they have to travel for work.
